IBAN编辑接口

说明：编辑 IBAN 记录，只更新传入的字段，未传字段不改动

1. 请求参数（顶层）

2. data 对象（支持写在顶层或 data 内）

access integer 访问权限：0 none、1 full、2 inbound、3 outbound 非必填
remark string 备注 非必填
status integer 账户状态：0 inactive、1 active 非必填

注意：除 id 外，其他字段按需传入，只更新传入字段。未传任何可更新字段时，接口仍返回 200 并带当前记录详情。

权限隔离：只能编辑 api_account_id = 当前账户ID 的记录，否则返回 -3001 IBAN record not found。
